Appendix 3 Complementary assessments — linking the Outlook Report to the Great Barrier Reef's outstanding universal value

The Statement of Outstanding Universal Value for the Great Barrier Reef World Heritage Area 1096 is the official statement adopted by the World Heritage Committee outlining how the property meets the criteria for outstanding universal value (OUV). The 2019 Outlook Report mapped the Statement of Outstanding Universal Value: Great Barrier Reef 1096 against the approximate 87 components assessed in the Outlook Report. The complementary assessment below includes minor modifications from the 2019 version.

This assessment highlights the alignment between: 

  • the Reef’s outstanding universal value; 
  • the Region’s natural, Indigenous and historic heritage value (including where the assessment within the Outlook Report is broader than an assessment of outstanding universal value); and 
  • the broad analysis of condition and trend in Chapter 2 (biodiversity values) and Chapter 3 (ecosystem health values); and other components of the Region’s natural heritage value assessed in chapter 4.

In addition, the integrity of the property and the adequacy of the protection and management to safeguard the outstanding universal value of the property are assessed in the Outlook Report (Chapters 4 and 7, and Appendix 4).

It includes the current four criteria (grey shaded area; italic text in parentheses) as well as the original criteria (italic text in square brackets) applied at the time of inscription. Attributes considered to contribute to the property’s outstanding universal value are listed in the right column. Many Outlook Report components (left column) address several attributes (right column) and may be listed more than once in the left column.
